GARMA is a data user
The Ordinance says data user, not controller. A company that decides in or from Hong Kong how personal data is collected, held, processed or used is a data user under section 2, and that applies to players wherever they are.
Collection is tied to a purpose
DPP1 allows collection that is necessary and not excessive for a stated purpose. In practice that means a permission is requested only when a shipped feature needs it, and a casual game has no business asking for a legal name.
Access in 40 days, correction free
Section 19 gives 40 days to answer a data access request, and section 28(4) forbids charging anything for a correction request. Where an access fee applies it covers locating and copying the data, nothing else.
Marketing consent stands alone
Part VIA is criminal, not advisory. Consent to direct marketing is never bundled into accepting the terms, it is a separate unticked step, and the opt-out is permanent and free.
